India, which was previously the main market for Russian seaborne oil, is now almost completely abandoning it due to new U.S. sanctions against Rosneft and Lukoil. In September, India imported around 1.6 million barrels per day — 36% of its total imports. At the peak of deliveries, the volume reached 2 million barrels. Now, leading companies are shifting to non-Russian suppliers, which could deal a serious blow to Moscow’s export revenues.

The European Union has announced the launch of a new defense program worth up to €800 billion, with a completion horizon set for 2030. An explosion occurred on October 23 at the Plastmass military plant in Kopeysk, Chelyabinsk region, which is part of the Technodinamika holding of the state corporation Rostec. The facility manufactures ammunition and explosives for the Russian army. Earlier, on October 17, a powerful explosion also occurred at the Avangard chemical plant — another Rostec enterprise that produces gunpowder and explosives for the Russian military.
