“It is important to restrict Russia’s access to sources of strategic minerals in third countries, and this concerns more than China alone. The EU and Russia are competing for access to these resources. Sanctions instruments can therefore also be used as a tool of diplomacy,” said Roman Steblivskyi, Director of Policy and Advocacy at ESCU.
The Economic Security Council of Ukraine (ESCU) participated in a meeting with David O’Sullivan, the EU Special Envoy for Sanctions, organised by the KSE Institute Sanctions Hub.
David O’Sullivan identified three key priorities for further sanctions efforts: restricting Russia’s access to foreign components, disrupting financial channels, and reducing energy revenues. Controlling the supply of components remains one of the main priorities.
