Ukraine must retain control over its digital infrastructure and data while remaining integrated into European and global technology ecosystems. The trusted integration model could become one of the foundations of the country’s digital recovery.
This is stated in a study by the Economic Security Council of Ukraine (ESCU), which was presented on June 24 during the Ukraine Recovery Conference.
The experience of the full-scale war has demonstrated the advantage of distributed infrastructure: in 2022, data centers in Kyiv and other cities proved vulnerable to missile strikes and power outages, while international cloud platforms ensured the uninterrupted operation of state registries, social payments, and administrative services.
Detecting new cyberattacks requires the analysis of billions of events on a global scale. Therefore, a resilient digital ecosystem cannot depend on a single provider, technology, or location.
“A sound solution is a managed combination of Ukrainian, European, and global infrastructure under Ukrainian legal control. The main challenge is not choosing between sovereignty and openness, but effectively governing openness,” said Ilona Khmelova, Secretary of the Economic Security Council of Ukraine.
