Oleksandra Azarkhina — Head of the Defence Industries Initiatives at the Economic Security Council of Ukraine (ESCU)

Oleksandra brings extensive government experience, strong cooperation with international partners, and broad expertise ranging from the logistics of military assistance to the protection and reconstruction of war-damaged infrastructure. In 2022, as Deputy Minister of Communities, Territories, and Infrastructure Development of Ukraine, she organized the logistics hub for military aid in Poland and later coordinated the establishment of the International Donors Coordination Cell (IDCC) in Stuttgart.

At the ESCU, Oleksandra will lead the development of mechanisms to strengthen Ukraine’s defence industries and attract investment into the sector through transparent, clear, and predictable legislation — particularly in the areas of intellectual property rights, budgetary policy, lifting export bans, improving planning processes, and contract management.
