ESCU, APDU and Krach Institute Forge Tech Diplomacy Alliance

On June 30, 2025, the Economic Security Council of Ukraine signed a Memorandum of Partnership and Cooperation with the Krach Institute for Tech Diplomacy at Purdue and the Association of People’s Deputies of Ukraine.

The agreement paves the way for establishing a Trusted Tech Caucus in the Ukrainian Parliament and provides Ukrainian lawmakers and officials with access to the world’s first Tech Diplomacy Academy — an innovative platform that builds capacity at the intersection of national security, critical technologies, and global policy.

“Restricting aggressor states’ access to advanced technologies is crucial for safeguarding peace and democratic values,” said Ilona Khmeleva, Secretary of the ESCU. “The parliamentary dimension of tech and cyber diplomacy plays a pivotal role in this effort. Given Ukraine’s unique experience, our collaboration marks a significant step toward building a safer, more secure world.”
