On November 28, the Diplomatic Academy of Ukraine hosted a scientific and practical round table "Cyber Diplomacy: Strategies and Practices for Ukraine, Europe, and the World," organized by the Ministry of Foreign Affairs of Ukraine. The event brought together scholars, educators, and digital security experts to discuss the establishment of universally accepted rules for cyberspace, strengthening global cyber resilience, and building partnerships in the digital sphere at the international level.

"Cyber sanctions will play an increasingly important role in depriving authoritarian regimes of access to the latest technologies. However, for these measures to be effective, coordination and synchronization of restrictions between different entities are necessary," emphasized Ilona Khmeleva, Secretary of the Economic Security Council. She also stressed the importance of preventing Russia from using cyber diplomacy to achieve its geopolitical goals.

"Moscow is increasingly trying to initiate the development of international rules for cyberspace. However, the Russian Federation does not intend to adhere to them, but only seeks to limit potential responses to its malicious actions."

Instead, Ilona proposes that Ukraine should take a leading position and shape new international rules. In particular, cyber diplomacy is important for protecting critical infrastructure and ensuring the inevitability of punishment for digital crimes.

Participants of the round table also familiarized themselves with the recommendations of the Economic Security Council of Ukraine on countering cyber threats in the context of the topic "Cyber Warfare: Sanctions and Responsibility."
