Since 2022, the organisation has been investigating breaches of international sanctions and export control regimes, and has been advocating for increased sanctions pressure on the Russian Federation. The Economic Security Council of Ukraine has investigated supplies to Russia of goods from Haas Automation, DN Solutions, SIR INDUSTRIALE SpA, Farg'onaazot, Michelin, PBS Velká Bíteš, Danieli, Campine NV and I Machine Technology.
In March 2023, PBS published the Ukrainian Economic Security Council’s investigation into alleged violations by Haas Automation of US export control regulations, and the analysed materials were forwarded to the relevant authorities. In January 2025, the Office of Foreign Assets Control (OFAC) and the Bureau of Industry and Security (BIS) announced a total fine of over $2.5 million against Haas Automation for the illegal supply of CNC machine tool parts to entities included on sanctions lists.
The organisation cooperates with executive and legislative authorities, as well as independent institutions. In 2023, the Economic Security Council of Ukraine and the National Agency for Corruption Prevention (NACP) signed a Memorandum of Cooperation to develop and exchange information in the field of state sanctions policy.
In 2023, the Economic Security Council of Ukraine held a series of meetings in the United States, in particular with representatives of the US Congress — the House Foreign Affairs Committee, the House Foreign Affairs Committee’s Subcommittee on Europe, and the US Senate Committee on Foreign Relations.
In 2024, the organisation co-hosted an event at the Danish Parliament alongside PR Army and Rasmussen Global. Ilona Khmelova, Secretary of the Economic Security Council of Ukraine, and senior advisers Denys Hutyk and Olena Yurchenko presented the organisation’s research and proposals on stepping up sanctions pressure on the Russian Federation.
Since 2025, Secretary Ilona Khmelova has been Chair of the Russia Working Group of the International Sanctions and Export Controls Society (ISECS).
In March 2025, the Economic Security Council of Ukraine, in cooperation with the Main Intelligence Directorate of the Ministry of Defence, held an online workshop entitled ‘War and Sanctions: How to Counter Aggressor States’, attracting over 60 participants. Speakers included experts from the Open Source Centre, the Committee for Freedom in Hong Kong Foundation, C4ADS, and United Against Nuclear Iran (UANI).
National Sanctions Coalition
The Ukrainian Economic Security Council is a co-founder of the National Sanctions Coalition — a network of Ukrainian civil society initiatives focused on ensuring compliance with sanctions and countering Russian aggression. As its coordinator, a representative of the organisation sits on the Interdepartmental Working Group on the Implementation of State Sanctions Policy under the Cabinet of Ministers of Ukraine.
In May 2025, in Brussels, the National Sanctions Coalition presented the ‘White Paper: The Future of European Leadership in Economic Deterrence of Aggression’. The document was approved by the Interdepartmental Working Group on the Implementation of State Sanctions Policy under the Cabinet of Ministers of Ukraine. The authors analysed the achievements and vulnerabilities of the EU’s sanctions policy and proposed tools to strengthen the bloc’s economic security and increase economic pressure on the Russian Federation.
