Since May 2023, she has served as Secretary of the Economic Security Council of Ukraine, having worked for the organisation since its inception. She heads the cyber diplomacy division.
Ambassador to Ukraine for the International Sanctions and Export Controls Society (ISECS), Adjunct Research Fellow at George Washington University, an expert for the Council of Europe, and a member of the Harvard Club of Ukraine.
Ilona studied artificial intelligence and public administration at the University of Oxford and completed a course in digital policy and cyber warfare at Manchester Metropolitan University. She is also a graduate of Harvard University’s leadership programme on the sustainable reconstruction of Ukraine.
She conducted research on the Russian Federation’s international legal responsibility for its aggression against Ukraine at the University of Toronto and obtained a PhD in international law from the Institute of International Relations at Taras Shevchenko National University of Kyiv.
